  1. Preheat the oven to 400 °F. Chop the fish filets and put them in a bowl.
  2. Put the potatoes in a large pot, cover with water and start boiling. Boil the potatoes until they are soft enough to mash, and then let them cool before peeling and mashing the potatoes.
  3. In a mixing bowl, add the fish, coriander leaves, scallions, chopped green peppers and mashed potatoes. Season with salt and pepper as well as a few drops of lemon juice. Start whisking well and mix all the ingredients.
  4. Once it's all combined, take some of the mixture and form into a patty and continue to repeat the process with the other ingredients.
  5. Spread the breadcrumbs on a large plate and roll the cakes in it.
  6. Put the fish cakes on a baking sheet covered with vegetable oil.
  7. Place the baking tray in the heated oven. Bake them for about 15-20 minutes or until golden brown.
  8. Take the fish balls out of the oven. Transfer to a serving platter and garnish with coriander leaves.
  9. Serve with tartar sauce.
