  1. Line a parchment paper 13-by-9-inch baking sheet, keeping a 2-inch overhang on two sides. Use cooking spray on the top of the parchment paper.
  2. Combine the cereal and peanut butter in a mixing bowl. You should get them ready before starting to heat the sugar.
  3. Add the sugar, corn syrup, and butter in a large saucepan. Cook the mixture over medium-high heat for 30 seconds or until the ingredients are combined.
  4. Cook for another 90 seconds after the bubbles have reached about an inch from the pot's edge (or 170 degrees on an instant-read thermometer), until the temperature reaches around 235 degrees. Turn off the heat.
  5. Stir in the peanut butter, vanilla, and 1/2 teaspoon salt right away until everything is well blended.
  6. Stir in the rice cereal until all of it is uniformly covered. Use an offset spatula to flatten the ingredients into an equal layer in the prepared pan.
  7. Allow it to cool fully before serving.
  8. Heat the chocolate and butterscotch chips in 30-second bursts in a small microwave-safe dish, stirring regularly, until smooth.
  9. Sprinkle with salt and peanuts, if using, and spread over the top of the bars. Allow the chocolate to cool to room temperature before using.
  10. Using the paper overhang, lift it out and place it on a cutting board. To serve, cut the cake into bars.
