  1. For the inside mixture, put the ground beef in a bowl, add finely chopped onions, parsley, rice, diced tomatoes, salt and pepper and mix.
  2. Wash the peppers and remove the top part by pressing into it. Remove the cores and fill them with the mixture. Put the top part back on.
  3. Place it on the the pan. Sprinkle with a little salt and pepper and pour boiling water. Cook for about 30 minutes at a mild temperature.
